Should all stray dogs be scanned for a microchip?

The picture of the dog on the right is Louie, who has been missing from Kings Norton, Birmingham, since 25th September 2012.https://www.facebook.com/Missinglouie?ref=ts&fref=ts

This found dog is a possible match to Louie but owner of Louie has been told that the stray dog was NOT scanned for a microchip and has since been claimed.

Message from owner, Rach Handley:- “Awful isn’t it? We’ve emailed and phoned and awaiting some kind of clarification of how they’re sure that was the owner!”
