Data can only be shared by the Data Controller (Petlog, Anibase, Avid and PetProtect) to a Vet, Rescue, Dog Warden, Microchip implanters, Police, these organisations will have a PIN or Code to access information. They are not allowed to pass that info on.
We did find out from Butcher Burns LLP, details below, that if you are in the position of knowing that someone has your dog from rehoming by a rescue/council pound or by a vet who was going to microchip your dog you can find the name of the new owner by issuing a CPR 31 Disclosure and Inspection of Documents. Then you can start proceedings to get your dog back
Having said that we do know of cases when at the crucial moment a vet who has found a microchip prior to microchipping finds out the dog is already chipped and checks the registered keeper and finds out the dog is missing or stolen, RCVS updated their reunification info on 5th November’12 and Vets are now encouraged to call the police. Unfortunately the Databases, Petlog, Anibase, Avid and Pet Protect offer no help!

The forms are available from the local County Court along with very comprehensive explanatory notes. The court staff can assist in making sure they’re properly completed and the local Citizens Advice Bureau are also very good at this sort of thing. The issue fee payable is dependent on the value of the claim – as this is limited to the price of a ‘second hand’ dog I would have thought it would be relatively low as the value of the dog could probably be put at a nominal £100 or so? There’s a possibility that Court fees can be waived – I have not looked into his in detail as it’s usually something dealt with by litigants in person but here’s a link to the Courts Guidance on this point…http://hmctsformfinder.direct.
